सिस्टम से लड़ना इतना आसान नहीं था। एक ज़िंदा व्यक्ति का कागज़ों पर अपने आप को ज़िंदा साबित करना इतना सरल नहीं था। ज़िंदगी से अपनी इस लड़ाई को लड़ते-लड़ते, दिन, महीने और साल गुजरने लगे और धीरे-धीरे लाल बिहारी को पता चला कि इस विषम मायाजाल में वह अकेले नहीं हैं।लाल बिहारी बताते हैं, “मेरा केस कोई अनोखा केस नहीं था। आपको जानकर हैरानी होगी कि सिस्टम के इस खेल का शिकार मेरे जैसे हज़ारों लोग हैं। हर साल, ऐसे कई लोगों को पारिवारिक क्लेश या ज़मीन जायदाद की लालच में उनके अपने ही परिवार वाले मृतक घोषित कर देते हैं।”इन्हीं लोगों की मदद के लिए लाल बिहारी ने अपनी लड़ाई लड़ते हुए ‘मृतक संघ’ का गठन किया।मृत्यु से ही हुआ था आरंभ!मृत्यु से लालबिहारी का सामना तभी हो गया था, जब वह जीवन का अर्थ भी नहीं समझते थे। वह महज़ कुछ महीनों के ही थे, जब उनके पिता की मृत्यु हो गयी। उनकी माँ ने दूसरी शादी कर ली और उन्हें लेकर अमिलो-मुबारकपुर से खलीलाबाद आ गयीं। लाल बिहारी कभी स्कूल नहीं जा पाए। गुज़र-बसर के लिए उन्होंने बनारसी साड़ियां बुनने की कला सीख ली। 22 के हुए, तो लगा क्यों न पिता के हिस्से की ज़मीन पर अपना कारखाना खोला जाए। कारखाने के लिए लोन लेने गए तो दरख्वास्त खारिज हो गयी।, “खलीलाबाद के उन अफसर को मैं बहुत समय से जानता था। मैं उनके सामने ही बैठा था, जब उन्होंने मुझे मृत घोषित कर दिया। बहुत आराम से उन्होंने वो कागज़ात मुझे दिखाए, जिनमें मैं 30 जुलाई, 1976 से मृत था। इस तरह मेरे हिस्से की ज़मीन कानूनन मेरे चाचा की हो चुकी थी। हर तरह के पहचान-पत्र दिखाने के बावजूद उस अफसर ने मेरी एक न सुनी,” ये कहते हुए लाल बहादुर के ज़ख्म मानो आज भी हरे हो उठते हैं।लाल बिहारी के मुताबिक जिस गाँव में आप नहीं रहते वहाँ आपको मृतक घोषित करना कोई बड़ी बात नहीं है। चूँकि, लाल बिहारी उस ज़मीन पर बरसों से नहीं आए थे, न ही कुछ उगा रहे थे, इसलिए उनके चाचा के लिए उन्हें मृत साबित करना और आसान हो गया था।प्रशासन से निराश होकर लाल बिहारी ने स्थानीय वकीलों से मदद मांगी। कुछ ने उनका मज़ाक उड़ाया, तो कुछ ने सहानुभूति के दो बोल बोल दिए, पर मदद कोई न कर सका। उल्टा गाँव में ये बात आग की तरह फ़ैल गयी और लाल बिहारी हर किसी के उपहास का पात्र बन गए। लोग उन्हें ‘भूत’ ‘भूत’ कहकर चिढ़ाने लगे। बच्चे उनसे दूर भागने लगे।पर इन बातों ने उन्हें तोड़ने की बजाय उनके इस विश्वास को और मज़बूत बना दिया कि उनका कागज़ों पर ज़िंदा साबित होना कितना ज़रूरी है। इस कठिन पथ पर चलने के लिए उनकी पत्नी ने उन्हें सबसे ज़्यादा प्रोत्साहित किया और अब दोनों मिलकर इस जंग को पूरी मुश्तैदी से लड़ने के लिए तैयार थे।सरकारी कागज़ों में ज़िंदा होने का एक ही उपाय था – किसी तरह किसी भी सरकारी कागज़ पर उनका नाम चढ़ जाए। इसी विचार से, लाल बिहारी ने अपने चाचा के बेटे का अपहरण कर लिया ताकि थाने में उनकी रपट लिखाई जाए और FIR में उनका नाम आ जाये। पर उनके चाचा को पता था कि लाल बिहारी उनके बेटे को कोई नुकसान नहीं पहुचाएंगे, उल्टा अगर उन्होंने रपट लिखा दी, तो ज़मीन भी उनके हाथ से निकल जाएगी, इसलिए उन्होंने कोई शिकायत दर्ज नहीं की और लाल बिहारी का यह प्लान भी फेल हो गया। इसके बाद उन्होंने एक पुलिस अफसर को रिश्वत देने की कोशिश की और उन्हें इस जुर्म में गिरफ्तार कर लेने की गुहार लगायी, पर यह अफसर भी बिहारी के इरादे भांप गया और उन्हें यूँही छोड़ दिया।बिहारी की पत्नी ने भी विधवा पेंशन लेने के बहाने उन्हें ज़िंदा करने की विफल कोशिश कर ली और बिहारी मृतक के मृतक ही बने रहे। एक बार तो बिहारी ने अपनी ही झूठी शवयात्रा निकाल ली थी।, “मैं इस बात की गंभीरता को अपने आप पर हावी नहीं होने देना चाहता था, इसलिए मैं ऐसे छोटे-मोटे मज़ाक करके हंसी का माहौल बनाये रखता था,” बिहारी हँसते हुए कहते हैं।मान गए कि वह ‘मृतक’ हैं?बिहारी की कहानी सुनकर साल 1980 में श्यामलाल नाम के एक नेता उनसे मिलें और उन्हें एक अनोखा उपाय सुझाया।, “उन्होंने मुझसे मेरे नाम के आगे ‘मृतक’ लगा लेने को कहा,” बिहारी ने बताया।, अब बिहारी जहाँ भी साइन करते, इसी उपनाम के साथ करते। कोई उन्हें ‘मृतक’ कहकर बुलाता तभी सुनते। और तो और उन्होंने ‘Mritak Sangh Uttar Pradesh Association of Dead People’ नाम की एक संस्था भी खोल ली। इस संस्था में हर उस व्यक्ति को जुड़ने को कहा, जिन्हें जीते-जी मार दिया गया था।मीडिया का ध्यान अपनी ओर खींचने के लिए बिहारी ने 1988 का चुनाव भी लड़ा, वह भी स्वर्गीय वी.पी सिंह के खिलाफ। यह फार्मूला कुछ हद तक काम भी आया। बिहारी को करीब 1600 लोगों ने वोट दिया और अब उन्हें लाखों लोग जानने लगे थे। बस, फिर क्या था अगले साल बिहारी ने फिर यही फार्मूला दोहराया और अमेठी में स्वर्गीय राजीव गांधी के खिलाफ भी चुनाव में खड़े हो गए।, सारी जद्दोजहद के बाद आखिर साल 1994 में जिला प्रशासन ने अपने दस्तावेज़ों में फेरबदल किया और बिहारी को एक बार फिर ‘ज़िंदा’ घोषित कर दिया। बिहारी को जो चाहिए था, उन्हें मिल गया था। शायद इसीलिए उन्होंने अपने चाचा को वो दे दिया जो उन्हें चाहिए था – बिहारी के हिस्से की ज़मीन!“मेरी इस जंग की शुरुआत, अपने लिए एक कारखाना खोलने के सपने से हुई थी। पर अपने हक़ के लिए लड़ते-लड़ते, यह कब एक आंदोलन में बदल गया, मुझे पता ही नहीं चला। लोग मुझसे कहते रहे कि एक आम आदमी इतने बड़े सिस्टम के खिलाफ नहीं लड़ सकता और मैं उनसे कहता रहा कि ‘मुझे कोशिश तो करने दो’, और देखो मैंने आखिर ये कर दिखाया। रही मेरे चाचा की बात, तो वह तो अब भी मेरे चाचा ही है न, उनसे जीतना तो एक तरह से इस रिश्ते की हार ही होगी न, इसलिए मैंने वो ज़मीन उन्हें लौटा दी,” बिहारी कहते हैं।कागज़ पर बिहारी के दोबारा ‘ज़िंदा’ होने के करीब पाँच साल बाद, उत्तर प्रदेश उच्च न्यायलय ने राज्य सरकार को ऐसे सभी मामलों की जाँच करने के आदेश दिए, जहाँ बिहारी की तरह ज़िंदा होते हुए भी लोगों को मृत घोषित कर दिया गया था। इसी संदर्भ में एक विज्ञापन जारी किया गया जिसमें ऐसे लोगों से सामने आने की अपील की गयी। इसके एक साल बाद राज्य ने ऐसे 90 केस दर्ज किये और राष्ट्रीय मानवाधिकार आयोग को इनकी सुनवाई करने के आदेश दिए गए।बिहारी की कहानी ने ऐसे हज़ारों लोगों को अपने अधिकार के लिए लड़ने के लिए प्रेरित किया। केवल प्रेरित ही नहीं बल्कि बिहारी की संस्था ने भारत-भर में 25000 लोगों की ऐसे मामलों
